Cancelled town hall, Council meeting Monday

I only have a few items for you this week. First off, I wanted to remind you again about the important community survey. We haven’t done this in over 10 years I believe, so it’s important to gauge what the public’s views are of the services we provide.

Town Hall meeting – CANCELLED

I do apologize, but I need to cancel the Town Hall meeting I had scheduled for November 20th. I believe we are having a special Council meeting rescheduled for that evening. I will get the Town Hall meeting rescheduled for December and let you know of the new date.

Next Council meeting – 11/6/23 (agenda)

This Council meeting is starting at 7pm and will be televised on local cable, YouTube, Facebook, and the City website.  You can submit public testimony at http://www.annapolis.gov/testimony. This will be an in-person meeting.

Public Hearings

  • O-35-23 - Civil Service Board Duties - For the purpose of clarifying and streamlining Civil Service Board duties to those related to holding hearings and deciding appeals regarding issues involving civil service employees.

Legislation being introduced on first reader

  • R-57-23 - Sister City Relationship with the City of Sarajevo, Bosnia and Herzegovina - For the purpose of authorizing a sister city relationship between the City of Annapolis and the City of Sarajevo, Bosnia and Herzegovina.

Legislation on second reader (i.e. final vote)

  • O-49-22 - Planning and Zoning - Parking and Loading Regulations - Parking fee-in-lieu of meeting off-street parking requirements. - For the purpose of authorizing a parking fee-in-lieu for certain businesses required to provide parking spaces; and generally relating to off-street parking requirements. I’m not entirely sure how this vote will go down. We may postpone again, we may vote this through (or down), or we may substitute this with a new piece of legislation. Regardless, my ultimate goal is to allow off-street parking spaces to be utilized for outdoor dining. But some Wards have more issues than others when it comes to parking constraints, which has overcomplicated this issue.
  • R-54-23 - Noah Hillman Garage Parking Concession Agreement - For the purpose of starting an investigation into problems with the Noah Hillman Garage parking contractor and finding solutions to eliminate the overly complicated parking fee payment system that's discouraging the use of the parking garage. In light of all of the complaints we’ve received, I support this Resolution. If you have thoughts to the contrary, please let me know and I’ll take those into consideration.
