Mayor Littmann and I will be holding a joint Town Hall on February 5th at 6:30 at the Eastport-Annapolis Neck library. The Mayor wants to introduce you to the Department Directors. Each of them will get 2 minutes to tell you about the services they provide and how you can get involved or get in touch with them. We will be including the usual open Q&A at the end of the meeting. Hope to see you there! I’ll have flyers printed up soon for distribution.

This meeting starts at 7pm and will be televised on local cable, YouTube, Facebook, and the City website. You can submit public testimony at http://www.annapolis.gov/testimony. This will be an in-person meeting.
Public Hearings
- O-40-25 – Establishing a 12-Month Moratorium on New Short-Term Rental Licenses – I’ve already made my position known on this. But this is your opportunity to have your voice heard and offer your thoughts on whether or not this moratorium should move forward, and if so in what manner.
- O-41-25 - FY 2026 Changes in Exempt Service Job Classification – This legislation from the Mayor would create a new Deputy Chief of Staff position. I made my thoughts known in my last newsletter, but now is our opportunity to hear from you.
Legislation being introduced on first reader
- O-1-26 - Property tax credit - child care centers – This would extend a State—authorized property tax credit to Annapolis child care centers. The staff reports and fiscal impact notes have not been completed, so I don’t have a fully informed opinion at the moment. I’m inclined to support, but want to see the fiscal impact note in order to determine if we need to phase this in at all.
- R-1-26 - FY26 performance standards – This is a code-mandated submission. The performance standards are shared with the public and Council so that we can refine them and incorporate them into the upcoming FY27 budget.
- R-3-26 - Water service agreement with North Point Property LLC – We have received a request from a residential property adjacent to Chesapeake Harbour (located in the County) to connect to our water service. Perhaps this property should just be annexed…

- R-47-25 - Standing Committee Appointments for the 2026-2030 Council Term - RECONSIDERATION – We need to make a technical correction so this is just being reconsidered so we can amend in the correction.
