Next Council meeting

There isn’t anything too exciting on the agenda for Monday’s Council meeting. New legislation is being introduced that attempts to allow greater numbers of Accessory Dwelling Units (ADUs). If you recall, an earlier version of this legislation was withdrawn about 12 months ago. Other than that we have a number of pieces of legislation up for a final vote but nothing too controversial. I’ll provide full details below.

Next Council meeting – 3/22/21 (agenda)

There is no legislation up for a public hearing at this meeting.

Legislation being introduced on First Reader

  • O-8-21 - Dwellings above nonresidential uses in the PM District - For the purpose of creating standards for dwellings permitted above the ground floor of nonresidential uses in the PM zoning district; and matters generally relating to regulation of such dwellings.
  • O-9-21 - Accessory Dwelling Units - For the purpose of establishing accessory dwelling units as an accessory use in certain zoning districts that allow single family dwelling units; establishing the use and bulk requirements for accessory dwelling units; and establishing the procedural requirements for accessory dwelling units.
  • R-8-21 – The Digital Connectivity Act - For the purpose of expressing support for the Maryland Digital Connectivity Act.
  • R-9-21 - Filing of Grant Application with the Maryland Transit Administration - For the purpose of authorizing the filing of an application with the Maryland Transit Administration of the Maryland Department of Transportation for a Section 5303, 5304, 5307, 5309, 5310, 5311, 5316 and/or 5317 grant(s) under the Federal Transit Act for a total amount of $3,890,545, consisting of $2,554,554 for fixed route transit operations; $215,232 for ADA complementary paratransit services; $427,500 capital grant for transit vehicle maintenance; and $693,259 capital grant for the purchase of two (2) heavy duty buses for replacement purposes.

Legislation on second reader (i.e. final vote)

  • O-29-20 & R-41-20 & R-42-20 – Small Cell systems – This legislation establishes regulations, fines, and fees governing the installation of 5G cellular infrastructure on utility poles in the City. Such systems are most similar to the wi-fi we use in our homes. After reviewing the regulations and discussing this in a number of our committees, I have no concerns about this and, pending any comments from you, I intend to support this legislation.
  • R-4-21 - Annapolis Ward Boundary and Redistricting Commission - For the purpose of establishing a Commission that the City historically forms after each federal decennial census to reevaluate the boundaries of its wards; and generally relating to said Commission. This commission will be looking at re-districting our Wards, as is required after every federal Census. Pending input from you, I intend to support this legislation.
  • R-5-21 - Itinerant Merchant Sales in the Historic District - 2021 - For the purpose of authorizing hawker, peddler, and itinerant merchant sales in the Historic District in conjunction with certain special events during calendar year 2021. Pending any comments from you, I intend to support this legislation.
  • R-6-21 - Non-Profit Vendors During Fall 2021 Boat Shows - For the purpose of authorizing sales by certain vendors in the City Dock area of the Historic District during the Fall 2021 U.S. Sailboat and Powerboat Shows. Pending any comments from you, I intend to support this legislation.
  • R-7-21 - Annual Reports - For the purpose of receiving the combined annual reports of the Annapolis committees, commissions, boards, and authorities. Pending any comments from you, I intend to support this legislation.
  • R-9-21 - Filing of Grant Application with the Maryland Transit Administration - For the purpose of authorizing the filing of an application with the Maryland Transit Administration of the Maryland Department of Transportation for a Section 5303, 5304, 5307, 5309, 5310, 5311, 5316 and/or 5317 grant(s) under the Federal Transit Act for a total amount of $3,890,545, consisting of $2,554,554 for fixed route transit operations; $215,232 for ADA complementary paratransit services; $427,500 capital grant for transit vehicle maintenance; and $693,259 capital grant for the purchase of two (2) heavy duty buses for replacement purposes. There will be a motion to suspend the rules to approve this grant application with the MTA. There are relatively minor matching funds, but this grant would bring in a substantial amount of money. Pending any comments from you, I’m inclined to support this Resolution.

Anne Arundel County is updating its Land Preservation Parks & Recreation Plan

Anne Arundel County Government is in the process of updating its Land Preservation Parks and Recreation Plan (LPPRP). This plan acts as a countywide master plan for recreational programming, park acquisition, and facility development.
