Unfortunately, one of our trucks is out of commission, which affects Ward 7. Mayor Littmann and I will be holding a joint Town Hall on February 5th at 6:30 at the Eastport-Annapolis Neck library. The Mayor wants to introduce you to the Department Directors. Each of them will get 2 minutes to tell you about the services they provide and how you can get involved or get in touch with them. We will be including the usual open Q&A at the end of the meeting. Snow Update
PHASE THREE SNOW EMERGENCY: Given both the volume of expected snow and the type of precipitation (snow and ice), the City has declared a Phase III Snow Emergency. A Phase III stipulates that area roadways are for essential travel only; Annapolis Police are empowered to enforce the effort for any drivers who are a hindrance to plowing and snow removal operations. Under a Phase III, Snow Emergency Routes will be made passable within 102 hours of the end of the snowfall, Snow Connector Routes will be made passable within 126 hours of the end of the snowfall, all other routes will be made passable within 150 hours of the end of the snowfall. We offer a big thanks to the public for moving vehicles off of these routes on Saturday. The City did not have to remove (tow) any vehicles.
STATE OF EMERGENCY: On Saturday, Mayor Jared Littmann declared a State of Emergency in Annapolis to ensure access to critical resources during both the response and recovery phases of the storm. On Friday, Gov. Wes Moore declared a State of Emergency for Maryland. At the City’s request, the State of Maryland has provided two units of the Maryland National Guard to assist the City. These units will always be accompanied by City employees and will have limited purposes, including the use of high-clearance vehicles to assist public safety.
PLOWING OPERATIONS: The Annapolis Department of Public Works’ (DPW) plow crews will continue to work in 12-hour shifts to plow and treat. Please note that City crews will not plow to bare pavement in order to prevent the formation of an ice sheet when the snow changes over to freezing rain, as predicted.
AVOID TRAVEL: Residents should avoid travel during the storm to allow crews time to do their work. If, in an emergency, you need to venture out, do not tailgate or follow too closely behind a snowplow, as these vehicles are usually spreading deicing materials from the back of the truck. Do not pass a snowplow because 1). visibility for passing may be limited, and 2). snowplows are especially wide, extending several feet on either side, causing the plow (but not the truck) to sometimes cross the center line.
SNOWPATHS: The City of Annapolis uses SnowPaths, an online tool that provides real-time GPS tracking of snow plowing and road salting operations during winter storms. Available at www.annapolis.gov/snowpaths, the interactive, mobile-friendly map shows when roads were last serviced and highlights priority routes, helping residents, businesses, and visitors travel more safely during snow and ice events.
ANNAPOLIS CALL CENTER & EOC ACTIVATION: The City of Annapolis Emergency Operations Center (EOC) has moved to “partial” activation level as staff coordinates resources and response efforts. The Annapolis Call Center will be operational throughout this event for non-emergency storm-related questions. Annapolis residents can call 410-260-2211. For emergencies, dial 9-1-1.
ANNAPOLIS TRANSIT: Transit operations for Sunday are suspended due to conditions.
RECREATION & PARKS: The Roger “Pip” Moyer Recreation Center is closed on Sunday, Jan. 25. On Monday, Jan. 26, both the Stanton Center and the Pip Moyer Center will be closed.
REFUSE AND RECYCLING PICKUPS: Monday’s trash and recycling pickups have been cancelled. At this time, expect Monday to shift to Tuesday and Tuesday to shift to Wednesday. There is no metal bulk pickup and no yard waste pickup this week.
WARMING CENTER: The Pip Moyer Recreation Center auxiliary gym will be open as an emergency temporary warming center through Tuesday, Jan. 27. If there is a need for general or long-term sheltering assistance, please contact the Crisis Response System Warmline at 410-768-5522.
GOVERNMENT OPERATING STATUS: City of Annapolis offices will be closed on Monday, January 26, with the exception of essential services, including police, fire, emergency management, central services, and public works. Essential employees should report for duty on time. Quasi-essential employees should check in with their supervisor for work status. Non-essential employees do not report to work.
CITY COUNCIL MEETING: The Annapolis City Council meeting scheduled for 5:45 p.m. on Monday has been rescheduled to 7:00 p.m. on Monday, Feb. 2.
POTENTIAL FOR POWER OUTAGES: Baltimore Gas and Electric (BGE) has informed City officials that they are prepared to handle potential outages due to icy conditions from the storm. Residents are reminded to stay well clear of downed trees and wires and report outages by calling 877-778-2222, texting OUT to MYBGE (69243), or visiting the BGE “Report an Outage” portal online.
REPORT AN ISSUE: Winter storms can take a toll on City infrastructure, sometimes resulting in potholes, downed trees that block roads or sidewalks, and more. Residents are encouraged to report these issues through the City’s Anna311 service request portal, which allows users to submit concerns and track their status in real time. Visit the online portal: https://cityofannapolismd.tylerportico.com/TIM/Portal/portal-home. With the expected cold temperatures, there is a threat of water main breaks. If you see water flowing or bubbling out of the street, it could be a water main break. Report immediately to 410-263-7970, during regular hours (8:30 am to 4:30 pm); after hours, weekends, or on holidays, use the 24-hour line, 410-224-2140.
CLEAR SIDEWALKS: Annapolis City Code requires property owners to clear adjacent public sidewalks (including sidewalks in the side and rear of properties) of snow and ice within three hours after snow or sleet has stopped falling (or by 11 a.m. following an overnight snow event). In 2025, the Annapolis City Council passed an ordinance that increased the fine for noncompliance to $100 per day. Please assist neighbors who may otherwise be unable to clear sidewalks (also, never use fertilizer to melt snow and ice since the nitrogen and phosphorus in fertilizer can harm local streams, groundwater, and the Chesapeake Bay).

BE A GOOD NEIGHBOR: Please check in on elderly and vulnerable neighbors; if snow or ice accumulates, be sure to shovel your sidewalk and clear fire hydrants.
